Allegedly, IRCC do an assessment and determines which applicants are low-risk applicants based on their quality of application, nationality, and perhaps other factors we don’t know. There’s also just bad luck too.

What exactly do they mean by low risk applicants? What nationality do you think they prioritize their applications allegedly? I thought it should be a level playing field for all.

Some nationalities have higher history of cheating, incompliance with Immigration rules, refugee seeking status etc. These nationalities appear to be scrutinized more than others which may delay the processing of the Citizenship for the entire population.

I haven't looked hard into this but I think it is hugely a question of the office that is processing your application. Most people that I've seen scheduled for oath recently seem to be from Toronto or Ontario in general. I don't think I've seen anyone from Quebec scheduled for oath recently, for example.
