But the question also says valid CoPR holders can't travel due to restrictions. Did we misunderstand the whole exemption thing?

This is the June 21 update: If you hold a valid (not expired) Confirmation of Permanent Residence (COPR) and visa, you can travel to Canada as of June 21, 2021.
I'm thinking this announcement really didn't have anything to do with IRCC planning to issue more COPRs at the time; it was just a travel permission for those with existing COPRs. Due to the border restriction they probably decided not to issue any more COPRs until the international travel restrictions were lifted; if they continued handing out PPRs and COPRs a lot of these would have expired before the border re-opening commences and that would be more workload for IRCC.

Yes, they are exempted but Minister said this in a meeting on March 8th 2021.
