Not sure about that bit. If it's an emergency, he can always give the interview from a different location. Or fly back. Depends on your situation, of course. But I think at this point - quickest way for you both to be together is via TRV.

Can anyone pls tell me what if u missed the call from Canadian govt authorities (ArriveCan) while you’re in self quarantine will they call you back the next day ?

based on what i have heard they try to call you back right away within a couple of hours the same day or they will call you the next day. When they call back the next day, they want you to identify yourself by asking date of birth, date of arrival and so on.
