I do not think IRCC reject applicant by result of a possible interview in which they can check applicant's language skill, at least for TR to PR.
You have to probably upload a document for French similar to ielts.

I referred to a possible interview as one after application, because form 0008 asks us language preferred for an interview, which is not very possible at least for TR to PR.

Possibly - so many people seem to be withdrawing and changing as they get invited to other streams such as CEC. Keep positive and keep your eye on PNPs etc as they might change their rules and open up more opportunities to you.
