I received pre-arrival on June 26,2021 and ECAS still says “In Process” not sure what this means or how long it will take. I am a sponsor, I applied in October 2020.
That means your background check is in process and eligibility is passed. You'll get decision made on ECAS once background check is passed because from what I understand it indeed is the last step in the application.

Nope, if you receive pre-arrival and no PFL/interview it means decision is positive. Next is passport request which will come by email or GCKEY.
Hey congrats.. but My med req came yesterday and pre-arrival today. No ADR but police certificate need to be updated so what do you think when will they ask ADR?

Wow, we are in the same batch I think, if that is a thing. I also applied in October 2020 and received pre-arrival on June 26th. My ECAS still has "In Process" still as well, so now we need to wait for final decision which is usually after background check which is probably taking place right now. Most people receive final decision in 1-2 weeks after Pre-Arrival, it can take longer ofcourse depending on the specific case.

Not necessarily. I’m currently a pre-arrival and my background check started two weeks after receiving it (if at all yet) and security and criminality has not started.

I know this as my MP called me confirming it.

My understanding is that security at least (and possibly criminality) may say 'not started' literally until the day the whole thing is approved - in other words there may only be two 'states', done and not started.

But isn’t security and criminality a part of background check?

As far as I can tell, the use of the terms eligibility and background check is inconsistent and can mean different things - in both cases a broad and a narrow sense, broad including the security and criminality. Likewise eligibility they do not always use consistently (at least to outsiders) - your eligibility can be narrow (applied under right program, eligible to be sponsored, real marriage) or broad (incl eg criminality which technically in law is admissibility but again - terms used loosely sometimes).

Nothing to worry about. Also seems that 'not yet started' in the systems does not always mean that - may only mean not complete.
