Actually, it's a pre-PCC. They gave me a sealed envelop that contains the signature of the consul, the request of the PCC and the proxy (I gave power of attorney to someone in Iraq to follow up my case). That document has to go to the ministry of home affairs, then to do ministry of foreign affairs. After the process in Baghdad, they will give back to my friend a sealed envelop that contains the PCC. To be valid, this PCC has to be signed one more time by the consulate of Iraq in Montreal. It means, my representative has to send me back the new sealed envelop.
That's so complicated compared to France (or any European countries) where I got my PCC online within one day
