I haven't received AOR and I did upfront last month. Just do it and submit through the webform with your UCI or Temp File Number if you have one. Or you can scan in advance and leave in your computer until IRCC sents you the MP then you can upload by that time. Finger crossed they finalize our files within 1 year of Medical Exam validation! Hope this help!
