Hi nazmul3217, It is for sure for MPNP applicants. Not for BC's anymore. I have checked on these 2 provinces.
It's a special requirement under Manitoba's government.

Guys how long does it take to get the credentials after we have send UCI, port of entry , location etc. to IRCC Montreal. I submitted that on June 3rd , hasn’t heard back since then.
