I received a second email requesting the same info as the first one with SECOND REQUEST. PLEASE REPLY ASAP in the subject line. Does it mean they cannot receive my reply?
I think the E-COPR is good for renewing SIN, Health card, and driver's license as well. I think you can use this letter as the primary document before you get your actual card, and Canada drivers licence/passport for the supporting document because it contains your photo.

I think so. Because they required people who received the first email reply within 14 days. If they get your info they should be sending the credential email and create an account for you [, and your dependant(s)].

Even if it is your first OHIP Health Card. Just provide Service Ontario your CoPR and you will not need anything else. Except something to prove your address. You can use Notice of Assessment, Banking or Cellphone Bill for that.
