Yes, just give us our AORs, why let us wait a year+.. Ridiculous.
I can blame Quebec for quotas, it’s total failure from their side, nobody denied that, but we can’t deny IRCC is very slow with our AORs, meanwhile for the rest of Canada it’s good.
I am not sure maybe after AOR they suppose to proceed with your documents faster like in a year or so, but I doubt that.
So this “AOR situation” is still a mystery...
They paused giving people AORs. Until now April 2020 applicants got their AORs. I am hopeful for an explosion of AORs, which is my guess as to why they paused giving AORs, They might be checking everyones applications for completeness.
This approach makes sense. Why should we wait for 1+ year just to know our application is complete or not
I am wondering, why they can’t give us AOR sooner?
Even with quota, they can still run background checks, make decisions, just postpone PR cards for a year or so...
AOR takes up place in quota, XEP doesn't. As soon as AOR is issued, quota goes down by one. AOR for this year may not be issued before next year. Only explosion happening is in issuance of csq after Arrima launch exacerbating the quota woes more. As told to my cousin by an Immigration consultant - XEP number won't get BOWP, only AOR's, until Quebec presses IRCC to go other way. As per Quebec-Canada Accord except medical and Background/Security all directions have to come from Quebec. For refugees - Federal decides quota whereas others is Quebec.

Thank you for explanation!

My big question is to which year's quota? I am July 2020 applicant, if get my AOR this year, am I going to get my PR during this year too?

After your AOR, count 1 year+ depending on luck. As to attributing it to which year, my guess is it's quota for the year AOR is issued.

I am not arguing with you, just wondering.
Isn't quite odd to take a place in 2021 quota and get pr in 2022? This way the will never meet the targets that Québec sets. Increased or decreased.

Sorry. Do I come across as arguing. I apologize if so.
It certainly is odd. Agree
This is why I am hopeful for an explosion of AORs. Fingers crossed.

Well the difference is, people from other provinces get their AORs pretty much on the same day that they applied. Applicants in Quebec waiting forever for that AOR. This is Quebec, it is different, so that is why I say, perhaps the XEP could be enough proof.

As we know Quebec's immigration thresholds in 2021, a maximum of 26,000 people.
We also know that 50,000 skilled workers are awaiting permanent residence.
Does anybody know what is the Quebec's immigration thresholds in 2022?
IRCC has stopped issuing AOR since April 2021. May be they have reached the threshold for 2021 which is 26,000 people. From the facebook group what I see, IRCC is working fast after issuing AOR, and giving PR in 3/4 months after AOR.
But for the pending application (those who are waiting for AOR), we don't know when IRCC has plan to issue, this year, next year. Any body knows? . . . . Any Idea?
I have one more question, I am inland but spouse is outland. Is IRCC is gonna put my application "on hold" like other outland applicants or still consider my application as inland?

No worries!
Probably is my bad, maybe I had to put my first sentence at the end of the post.

No probs. It's all good buddy. We are all tensed nowadays coz of circumstances beyond our control.
Hope things get better!

Correction - IRCC has stopped issuing AOR since April '2020'.
No one knows about AOR. I am guessing those who applied March-April onwards this year won't get it before next year.
Your application would be considered inland only.
Hope this helps!
I guess I am going to stay on that Maximum 18 months Open Work Permit Public Policy after PGWP for now until they decide to bring up BOWP. I am not thinking about getting AR until at least december 2021....by the way I got my XEP on January 2021.
