Because of the LOOONG waiting periods in Quebec, I'm sure some people have temporary resident status, visitor status, implied status, and closed work permit status in Quebec. So the requirements for the new Open work permit should not be for workers only or people that just have AR, the IRCC should give that consideration. If you got a CSQ, any valid status in Canada and have applied for PR, you should qualify, but that is my guess, not sure. Long processing delays and Covid impact should come into consideration and they should make the requirements very light.

What comes to my mind is,
Most probably the applicant applied within Canada and haven’t changed his address even though he left Canada.
If the situation is like this, in the best case scenario, they don’t let them to complete landings before travel restrictions lifted.
I even heard that IRCC may revoke this type of candidates’s PR and let them to wait for COPR again.

I doubt if they can consider XEP as proof. It doesn’t prove anything about your PR application. I guess even if you send any application without CSQ also you can get XEP.

Well I am not the rulemaker, but like I said, it is taking a year+ for us applicants to receive the famous AOR, while people in other provinces get their AOR pretty much the next day. Quebec had 51000 files waiting. IRCC cannot make the requirements too heavy for this open work permit so I am thinking that XEP should be proof enough. More than half probably dont have the AOR, just XEP. Lets see what they decide.

They paused giving people AORs. Until now April 2020 applicants got their AORs. I am hopeful for an explosion of AORs, which is my guess as to why they paused giving AORs, They might be checking everyones applications for completeness.
