My friend ordered last week under privacy act. He didn't attach anything neither they ask to pay the fees. Did he need to attach the documents?

It shouldn't be returned back to you. They will notify you for that. You may pay the biometrics fee now. Send the payment receipt via webform. All good.

when I did fingerprints and photos at police station, the police officer told me it is biometrics. That is the reason I did not pay. So confused.
