I received and sent my application in November 2020 and received CSQ in February 2021. It normally takes 2 to 6 months

If you have your passport then yes, you should renew it. If your passport is seized all you have to do is let them know that it is with CBSA. You do not need to ask for an exemption or anything. The officer would continue processing your application.
