Does anyone have an idea if Transit VISAs are being issued, am going for a Vacation with my family to Barbados and i have a 14hr layover in Toronto Canada Airport .

Yes they are being issued. Would warn you that Canada knows that many try to claim asylum by booking transit visas. Barbados is one of the common destinations for people to transit through Canada and claim asylum.

You should apply well in advance of your travel (i.e. many months in advance). Processing times are slow right now and if the transit visa is refused for some reason, this will give you a chance to make other plans. Good luck.
