MR is system generated ...
In no way a officer will be able to send tens of thousands of mr in one day
People with aor after dec 20 2020 to jan 15 got mr on same date and time almost

and no way all the officers are going to plan ok lets send mr to all the applicants (inland today)
They just apply some kind of algorithm and whoever fits in that gets one i guess

Well none of these mean system generated. Probably they thought that most applications can be surely be closed within a year. And may be a decision was taken in a meeting to issue MRs within a date range because the medical centers are relatively free right now. They know the CEC candidates will consume the Medical slots for those 60 days given to them to file CEC-EE PRs. So, they must have fed their decision onto their system for people with AoRs and the MR was sent out. That does not really make it auto generated.

IRCC has a notice that they have huge medical backlog
and in no way IRCC will put out such kind of notice if they faced medical backlog just for a short period of time
And i don't think paper based application branch knows anything about express entry
They are two different offices with different way of working and even different ministerial instructions for operations
And MR were issued right before CEC Draw
If these mr were issued like a month or month and a half earlier i would to a extent agree but right before cec no way
CEC applicants are already booking medicals
