Do you have a LMIA? Maybe as long as the job is based in the province and on their LMIA exemption list.

Employer is in process of getting LMIA for me. After he get positive LMIA, I should apply for work visa. But with LMIA job offer I will get 50 pts in my EE profile. NOC is 8252. Thats priority NOC, so maybe with LMIA job offer in my EE profile, Alberta could send me NOI...hopefuly

You have to hope that the LMIA is accepted and outland applications open up. If not, you need the closed work permit to work in Canada and then apply for AOS stream.
