Your wife can come to Canada to visit & your kids need visitor visas. When you apply for a study permit, you apply for your kids visas at the same time.
There is no such thing as a dependent visa. If she wants to work, she needs to apply for a spousal open work permit at the same time.

I don't want OWP for myself just the visitor visa for the kids. In this scenario should I apply for the kids in the same GC account of my wife or should I create new one. The study program starts in June 2021. Another query is that kids can go to school on this visitor visa or we need to request for study permit as well for them.

You should be able to use same account. How old are your children? You usually apply for visitor visas but more and more these are being refused and you then have to submit application for study permit. Start with visitor visas. Then if all approved, you and each of your children must apply for written travel authorization to show your visit is essential. Also you need a 14 day quarantine plan and with new quarantine rules, pre-book your 3 day mandatory stay for all of you at $2000 per person.

I’m from Iran. I got rejected last time in September about 15 days after my eligibility review started. The second time I applied in January 8th and my eligibility review began in Jan 14th, and I just want to know how long it takes to make a decision aferr the Eligibility review starts!. Any signal to show the percentage of approval or refusal!!

Well processing averages 3 months but your first refusal was quick. So if you addressed all the issues from your GCMS notes then it may take longer to review.
