Actually, what I found out is that the 8am - 2pm is not always Toronto time but local time (As they say in the call).
Here is my experience:
I am living in Toronto but whenever I call IRCC at 8am+, I always get that "The call center is currently closed". In another instance, I called at 4pm Toronto time, and still got connected at about 4:30pm.
So I think their time is weird until I realize that I am using a number I bought when I was living in Edmonton (Alberta, 2 hours behind Toronto time). So I try to call them at 10am Toronto time (or 8am Edmonton time), I dont get the above message anymore.
I feel like it depends on the regional code of your phone number. For me my number's regional code is 587 which is Edmonton, and that might be why I get connected to Alberta call center.

But the person would be calling from India and the Textnow app only offers Toronto numbers hence i said call at Toronto time
Did you get any ghost update for eligibility passed as yet? My timeline is little earlier than yours, but I believe that i am not getting any updates as i hv not given my biometrics yet. Anyway, i will check with them on call tomorrow. Thanks

I think i got one Ghost update (no email, just status change in portal) 1 week before they notify me of receipt of the ADR. But then when I logged in I saw 500 Bad gateway, so that might not be an actual GU
I called about a month ago and found it was Sydney, Nova Scotia, but at that time my Eligibility is not started yet.
Yesterday I called, I forgot to ask which VO my application is at now. I read somewhere that Sydney will check Eligibility and then forward application to Ottawa (I might be wrong)
I also do have the same statuses for Eligibility, Criminality and Security the last time I had called IRCC which was last month.
Hoping to have at least Criminality passed by end of this month and Security (as per the trend) would not take that long to pass.
