I will suggest you to pay the amount they are asking and if you overpaid you will refund. They are asking
825+500 so you can pay either 910 and send pay receipt or pay 1325 and you will get refunded

I check my data. Refer to the following link. No big difference of processing time from AOR to PAL among provinces. I guess Federal assesses eligibilty with their own data which provices already provided, no need to contact the province additionally. Let's see. Did you contact cic to know your eligibility pass. You might get passed eligibility without PAL.

@bbjeon38 yes i did few days after you contacted ircc and got same reply as you,eligibility and security still not started though it’s been around 15 days since then
