For CEC, under foreign experience, does pay slips are required to submit? Does the letter from employer including all details in the website sufficient?

The more information you will provide help then to make decision faster. Only employer letter would not be best option to go. Better to provide payslip. If you don’t have provide bank statement and highlight your salary along with tax returns. Hope that helps

A lot of people. My Eligibility is passed purely off the employer letter. If it follows the IRCC guidelines then it will be accepted. It is literally in their own instructions.

You don't need to provide them, as eco said is just optional. Mandatory is the letter from your boss. You can find all this information in the official website.
My opinion is that it does not hurt your application, if you have the T4s or the paystubs, to submit them. The same for the foreign experience. Tpyslips are not mandatory, but if you have them in English...
