it feels like one or 2 files are found from the deep water by divers..and then these drunk visa officers send pre arrival letters to those.

There is absolutely no hope after they have put the restrictions on travel. Very kind of Canada not letting spouses come-in. Even Middle Eastern countries don't separate spouses like this.

why? LVO still same processing...only when you land you pay 3 days hotel, what big deal?
