Hey everyone the instructions to apply for a new work permit under the new public policy are out. From what I read, we need to be inside Canada from January 27th to the time we apply for it. Would we be ineligible for it if we were out of the country for a couple of weeks for some essential reason?

Just applied for the new PGWP extension under the new public policy!
My PGWP expired in August 2020. I'm currently working with a closed work permit which will expire August 2021. Just spoke with an agent at IRCC to confirm that I could get this extension while holding a valid closed work permit and was told it was OK as long as I have the PGWP that expired after January 2020.

So whoever holds a closed work permit can apply for a new open one this time?
And what about RAMQ? As far as I know to be eligible you need a closed work permit.
Who can apply
To be eligible for this open work permit, you must meet the following 5 requirements:
Your post-graduation work permit (PGWP)
expired on or after January 30, 2020, or
will expire within 4 months from the date you apply for this open work permit.
You were in Canada as of January 27, 2021, when the public policy took effect, and have stayed in Canada since then.
You either
have a temporary resident status (this could be from having a valid PGWP, visitor record, or another permit that allows you to stay in Canada), or
lost your temporary resident status, but you’ve already applied to restore it, or
lost your temporary resident status, but you’ll apply to restore it at the same time as applying for this open work permit
You include in your application that you’re applying for an open work permit under this public policy.
You have a valid passport.
The work permit will be issued for up to 18 months from the date of approval or until your passport expires, whichever comes first. For example, if your passport is valid for 6 months, then you will be issued an open work permit for 6 months.
To maximize the duration of the open work permit, make sure your passport is valid for at least 18 months from the date of approval.
Can I apply 4 months 7 days before my current one expires? I have my wedding right after and wont be inside Canada at that 4 month mark unfortunately. Also, do you need to stay in Canada throughout the entire processing of the application or only at the time when you apply? Out of options.
To your question - If you had pgwp which expired on or after 30 January 2020 and currently hold 'another permit' that allows you to stay in Canada. My interpretation is that this another permit could be a cwp but prerequisite is pgwp expired on/after the date above.

Call them. If you have a valid work permit or requested a renewal, they will send you the form to apply for RAMQ renewal. They don't send notices to temporary residents.
AFAIK there is a page on their website from which you can program an appointment. On the day of the appointment, take 2 photo IDs when you (one of them being your passport), and your status document (permit) with you to the designated RAMQ office. I did this 4 months ago in Montréal.
