RC refers to "responsibility centre (RC)" and the code following RC reflects where the application is being processed or was processed.

RC -3296 refers to the Etobicoke Processing centre.

The VO where your application is is also reflected in the first 3-5 pages.

Even I got the same update and upon calling the IRCC, I got to know that all things have been approved by the officer and file is due for final review to send COPR. So, I believe its a good sign. Make sure you call them.
