Both. All application start at CIO, and after that the eligibility can be done at CIO or CPC. In most cases it will be CPC, or it could be further sent to LVO depending on what is required and which office would be suited best.

Visa office is irrelevant and what matters is what stage your application is at.

Most applications are redistributed due to workload and others due to triage factors.

BGC includes criminality which is done at CIO.

BGC includes criminality and security.

FYI my LVO is supposed to be Singapore VO, but the file is still sitting at Ottowa.

does this mean the eligibility pass she referred to is R10? If my eligibility was really passed wouldn’t my be at LVO by now?

They never asked me for Canadian pcc and I gave bio in past , and at time of application provided pcc (home country) .

Why criminality is not passed ?
Is there any time frame for criminality stage?
