The IRCC website will be shutdown and do a maintenance tonight until tomorrow morning, Wish they improve the experience and put the time bar back (even the bar is not really helpful). But that is a hope, isn't it?

Consent form is required for both if the Gcms Notes are being requested under the Access to Information Act.

CBSA and IRCC two distinct entities. When you place a request for GCMS notes with IRCC, IRCC processes them and when you place a request for CBSA Notes, CBSA process and releases them.

They are not interrelated.

Requesting notes I not mandatory, instead you can send a webform and ask or call.

If that hasn't't worked then you can wait for GCMS notes from IRCC. And if it is a wait too long then consider CBSA.
