From what I understood from an IRCC telecentre agent, I came across a pretty nice Quebec who explained a very interesting piece for the 2018 claimants:
Some of the 2018 PR claimants have had their files transferred to a Claim Processing Office located in Montreal. This solution was adopted because many PR requests were received in summer 2018 which is beyond IRCC (Central Office) capacity. From his experience, the agent told me that requests that pass through this Montreal office delay much longer than other treaties in the IRCC central office as they do more in-depth background checks and criminality compared to what they do. requires IRCC. From what he told me this might explain the delay for the 2018 (including myself)

Normally they mail a case to the local office to be finalised or interviewed. Anyway they have to contact you.
Are you sure that your representative is a decent one? I trust no one, I always double check everything. What ECAS says?
My case is still in process, and I am expecting longer process time than normal. Thank you for reminding me, I will be more prudent.

Not sure how far it is true but this theory excites me.
As the pending files clear and hoping by Jun 2021, AORs should start rolling out and rest of the applications should be around 3000?? (Needs correction) could be processed in 6 or less months. If god forbid some of our applications are incomplete and requires additonal documentation then that number could reduce further and fully complete applications could be peocessed quicker.
If the nukbers lineup according to my calculation then late 2019 applicants and early 2020 applicants can see COPRs by December this year.
May be i'm deaming but i beleive there is a relief from all the hardships of 2020 in 2021.

No explanation, just: we need more time to process your application. Recently I found that CBSA is the reason for the delay. I send a complain and requested my GCMS notes to thembut I didn't receive an answer yet.

How did you find out that CBSA is the reason for the delay?
I have also requested GCMC notes from them. They sent me an email to clarify what I was looking for, as apparently it was not clear. Nothing since then.

I'm really tired of waiting so I found a site which explains in details the hole screening process. It's CBSA which conducts the hole screening process with the assistance of CSIS. If you are interesting:

I'm stuck in security check and IRCC keeps telling me that they are waiting for clearance on security. They told me that it's probably CSIS causing the delay. I requested GCMS from CSIS and turns out that a long, long time ago they gave recommendation to CBSA, it took them 1.5 months to send the response. The other link on the chain is CBSA, so probably they are going to tell me that I have to wait because they are waiting for someone else
It's a vicious cycle with no exit, just because someone decided to red flag my file. Long story short: I'm waiting...
