For Quebec related PR , the process normally takes less time then EE as its only security check which takes long time ( may be around 3-4 months becuase EE also has this step and they complete within this timeline ) and what we have seen currently Medical is super fast max a month . so rest of the months are just do nothing..hence process can be made more faster then EE but no idea why 26 months its too much waiting time...
I am no expert bro, however I do believe the authorities should do something about it. I am a feb 2019 applicant and cannot see any MR request any soon.

My last communication back in Dec 2020( an additional information request letter) with IRCC showed that my case was in Montreal local office. What does it mean exactly that my case is in Montreal local office? Does anyone have any idea? Thanks!

The file is passed to local office where agent will finalize the landing and send COPR. So you are one step away from getting COPR.

unfortunately no DM yet. I just called IRCC this morning and they told me that my background check and eligibility were still in process ( security not started yet.) I am really confused. Actually my situatiuon is complicated. Somehow my representative didn't receive an email from IRCC asking for additional information and they only found out 4 months later after receiving another email. So I think that my case is far from finalizing....... I am just wondering whether the Montreal local office means anything else other than finalizing.

Never heard of such situation...As per my knowledge everything is handled in NS and once it is approved it comes to local Montreal office to process the landing. You can order GSMC notes to see what's going with your file.

How do you know that you are stuck at the security step? Did they tell you at the phone?
I know it from my old GCMS notes that is far back in May 2020. Other assessments, eligibility, criminality etc. were completed.
