My CEC PR application is in process since Jul 1 but I need to go back to my home country for a few months. My work has allowed me to take unpaid time off but my PGWP expires in Feb.
I believe I won't be eligible for BOWP since I will be flying out of Canada soon. Can I still be on unpaid leave if PGWP expires before PR approval?
There was a new policy change announced for PGWP holders on January 8, 2021 by IRCC, that enables you to extend your work permit by 18 months if you meet the following criteria:
To apply for an open work permit under the public policy, an applicant must
have a PGWP that expired on or after January 30, 2020, or a PGWP that expires in 4 months or less from the date they apply
still be in Canada
have a valid temporary status, or be applying to restore their status
Applications will be open from January 27 to July 27, 2021.

Where do you get that from. All you need for a BOWP is having submitted a PR application, which you have, and having your PGWP due to expire within 4 months, which is true.
So, why would you not qualify???
You may not qualify for an extension of your BOWP if you leave.

What you are talking about is not BOWP that is the newly launched extension to PGWP the government is offering former international student currently holding a valid or recently expired PGWP that might had not been able to fulfill the MEC for CEC because of the pandemic.
Do you guys think we can work right after applying for this OWP or we will need to wait for a decision? My status expired in December last year. Thanks
Yes, you can continue to work when you have implied status. Just have to notify your employer and show them proof you applied to extend your work permit, some of them get nervous about it because they face a $10k fine if they have an employee with an invalid status.
