I completed a three year general degree from university of winnipeg, but during my studies i had to go back home for about a year due to some unforeseen circumstances, I was in year 2 at that time i came back completed my degree.After completing it i registered in a 1 year graduate certificate program at seneca college.I am wondering if i apply a PGWP after completing my Certificate will I be eligible for a 3 year or 1 year post graduate work permit ? or not eligible at all because of the gap in the previous degree

Prolly just 1 year, since your time at UoW was part time.
Unless you try submitting documentation to prove your personal reasons.
