Bein in Canada of course we are.but I think it means other requirements like checking medical, job, tax and all other requirements including background check

i think you mean tax when the person get AIP/opern work permit , no ? because in many cases the persons can not have the right to work just if she haw a tax number for no residents. For bank account i know that everyone can have one

It's not 12 months yet for your kids! Weird
But the thing is you have to do what they ask you to so unless if you prefer to double check. But for you for sure you need a new medical test.

I always say..refer to your lawyer. That's the best advice I can give you.
I do the same whenever I'm confused.I ask my lawyer right away. I like discussing issues here in the forum, but whenever it's a request from your officer then you jave to do it right away. Don't risk it.
Contact your lawyer she/he can double check for you.
