No they're not the same it's two different checking I Google the difference between the two of them.

I still don't get, I thought all applications are sent to Vancouver first and they will later transfer to other offices for second stage. Can we submit initial application to any where we like?

all sponsorship applicants must do medicals. I applied f spousal sponsorship before and did medicals but my application was refused so doing medicals does not mean u will be approved
