Hi. I just got this answer from the IRCC webform. Does anybody knows if they will send the file to a visa center abroad, as my wife is currently outland? or might it stay in Etobicoke? Is this office fast or slow like Ottawa, from the forum experience?

• The eligibility verification has not been initiated.
• The background verifications are in process.
• The security background verification has not been initiated.
• The criminal background verification is in process.

Furthermore, we have verified the information and can confirm that your file is currently located at the Etobicoke IRCC local office in Ontario.

I believe it has to do something with Outland Spouse and dependents. In my case too I have my wife and children outside Canada. This could be the reason of files getting moved to Etobicoke Visa Office. Recently someone from July 30 AOR received COPR. Where as there are cases waiting since March. It really depends on the application i think.

I have called IRCC today and they gave me the same information. My Eligibility Verification has not been initiated, Security Verification has not been initiated. Criminal Check is in process. I just ask the officer about background check and she confirmed that its the combination of Security and Criminal check.
