Students who have enrolled in a program that is between 8 and 12 months in length, with a start date from May to September 2020, will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit.
This is the rule which they had introduced n they have mentioned for those who start their program from may to sept will be eligible for PGWP ... now my question is what about those students who start their program from sept can they complete true entire program abroad or they need to complete 50% in Canada

It should apply. It says programs that started from May to Sep but must have a length of 8 to 12 months only.
also, in another webpage it says that all students can study online until April 30 after that we have to travel unless they change something.
so if the program started in May/Jun/Jul/Aug/Sep you would end the program on 30 April.

Students who started short programs (8 to 12 months in length) in the spring, summer or fall 2020 semester may complete their entire program of study outside of Canada and still maintain post-graduation work permit eligibility, provided that they meet all the other applicable program requirements. These students are exempt from the requirement to complete at least 50% of their program of study in Canada and in class. However, time spent studying outside of Canada will only be counted towards the overall length of the post-graduation work permit until April 30, 2021. Any time spent studying outside of Canada after April 30, 2021 will be deducted from the length of the post-graduation work permit.

I think you shouldn’t worry as your pgwp won’t be affected by the online delivery if you arrive canada before April 30. But for the other course, that depends on the rules of taking 2 courses and their effect on pgwp, which I know nothing about, unfortunately.
