We were also having trouble linking until I saw this. Trick was to use my wife's (PA) initial UCI (not the one on the AOR letter), and for the very last question enter "2" instead of "1".

New update for those who are waiting for call from Service Canada! Finally we got the biometric appointment call from Service Canada this morning!
Biometric letter received: Oct 19
Service Canada 1st attempt: Nov 9 (missed, no voice message)
Service Canada 2nd attempt: Nov 10 (missed, with voice message)
Service Canada 3rd attempt: Nov 12 (pick up)
Appointment scheduled: Nov 19

Waited for 3 weeks and finally there is hope again!
Service Canada called with the display "No Caller ID". They called my husband who is the Sponsor (probably because I have add him as my representative). He actually missed their call twice already on separate days since it's a "No Caller ID" worrying it's a scam. The officer somehow informed him in a voice message on the 2nd attempt that it's a call from Service Canada and they will call again.


My other waiting is my OWP I have it linked up on Aug 20 but no news about it since then... not sure if that is related to Biometric? According to the tracker, seems others who submitted in a similar time period have their OWP approved a month ago.
Appreciate if anyone has any ideas...

I am not sure if you are referring to applications that are still pending for AOR, if that is the case, the only thing you can do is to wait. Like the IRCC officer advised when I called 2 weeks ago, the whole thing (PR application) is a waiting game now since they have less manpower and huge number of backlog during COVID. I am an applicant of Feb 2020 and I have just scheduled for biometric collection.... so I guess if any submission after Feb may take longer.

Nov 10 Biometrics given
Nov 10 Biometrics passed

now whats next for us? I think it all depends on applicants city location.
