Considering yours is an Outland application, for the Passport request you have two options.
1. Send to NDVO using VFS service
2. If your current address is in Canada then send to CPC-Ottawa.

Its a 2 way courier system now, with bluedart picking up the passport for stamping and then dropping it off at the same location. No direct submission. The process is pretty irritating to be frank.

Hi, I just got pre-arrival services message for my twins. Also as i had mentioned earlier, I had submitted medical reports upfront for PR in Feb 2020; because they had got medical done for TRV in Jan 2020. One son had passed medical for PR on 9th March 2020 it said. Another: medical passed on 5th Nov.2020.
I am flying on this 16th Nov 2020 with my twins on their TRV to Toronto, also my mom is accompanying on her supervisa &
my mother-in-law on her TRV. ..

No you get a 2 way courier request mail after the original passport request letter. You have to contact vfs via email provided in the mail to arrange the payment and pickup of the passport. Vfs will revert back in mostly 2 days once you contact them.
