So, if I understand correctly they are going to give 24200 admissions for skilled workers, which means 24200 AORs?
Out of around 30000 applications?

Also they are going to issue another 31200 CSQs?
If I haven't misunderstood, isn't this good news? They will basically be including this year's remaining quota for the next couple of years? Correct me if I am wrong.

Seems like half of the unused quota will be distributed in 2021, and the remaining one to 2022. It still means that there was and will be still a long backlog. Someone on the facebook group (in french) made this table to illustrate that:

The other news from the announcement is that for the first chunk of unused 2020 quota (the 7k added for 2021) they will give priority to economic immigration files for people already living in QC.

Hi everyone,
I've been digging through the tables and data we have available, and there is a strange mismatch that is preventing me from going any further.
1) This article from ledevoir says that the Quebec lobby (AQAADI) asked Immigration Canada and were told that as of October 2020, there are 27,000 files in process - meaning that is the current In Process Inventory. Also means the number of AORs sent out anytime prior to October 2020, but have not received PR yet.
2) Strangely, I see in today's quota table that there will be 27,000 Quebec PR admissions this year, meaning 27,000 AORs sent out in 2020.

Those 2 data points don't really match. If taken as is, this would mean that in January 1st 2020, there were 0 files in process. Why? 0 files in process in January + 27,000 AORs released in 2020 ~ Inventory of 27,000 files on October 2020. We know that isn't true, so I think the In Process Inventory data point we have coming from the article was either misexpressed or misunderstood by whoever wrote the article. Sounds like the 1) article speaks about the same number as today's quota table, but presents it as something else.

Long story short, we can't make estimates if we don't have at least 1 data point on the number of applications received and not opened (no AOR sent), at any point in time. Once we have that, we could maybe work further.

Also new pilot programs announced for more CSQs just to add PR applications to the pile. If the pent up in-process files are around 27000 and the quota for 2021 is 27000 what are the process of fresh unopened application sent in 2020 without AOR? A confirmed wait until 2022 quota?

Agree but the pilot ones are less than 1700 spaces only. You are right about 27k + unprocessed and thousands in-process applications. Quota figures of 2019, 2020, 2021 don't justify their full treatment by end of 2022 atleast.

It is good news for 2019 applicants :) not for 2020 applicants. Unfortunately things will move at the same pace where a simple PR file with no processing complications what so ever will take 2 years for federal processing.

This news and numbers i believe is only giving explanation to the already clogged process. Nothing has changed for anyones benefit.
