If you look at the spreadsheet, about 15 family applicants received AOR and 21 single applicants did. But there are more single applicants than family. So I don't think this has to do with single vs family.
Looking at the trend, IRCC is issuing AORS in multiple sweeps. In the first sweep, they will send AORs to approximately 40% of the applicants. After that, they will move to the next month. In the second sweep, they will send AORs to another 40% approximatively (for a total of 80%). They are currently doing a second sweep for April, and they are at 66% (of course this is a sample of all applicants). May will be next, then June.
Sometime in November they should be coming back to us, because I see they have started issuing July AORs. Or a few people might still receive AORs here and there in the meantime.
