It is not a perception. It is a reality. Outland applicants who are USA residents are excepted from the travel restrictions. When they receive PPR and PR visa wih COPR, they can move immediately unlike other outlanders.
The debate about Canada’s USA preference is already done some time ago.
Hello All, A generic query. For Indian residents, once the application is transferred to NDVO, will each stage(eligibility, background check, security, criminality) be processed or reviewed again fresh?

Sir travel restrictions are applied from USA as well. Non-essential travel is not permitted from USA as well. And only PR approved on or before March 18, 2020 can travel with essential reasons.
