Criminality checks consist mainly of examining the information that accompanies an application, which includes a police certificate (PCC) from all countries where the applicant has lived for more than six months. Do I need to get a police certificate for my time in Canada? IRCC does background check for all inland applicants and they will ask explicitly for Canadian PCC if needed. Usually this is reviewed at the R10 Completeness Check stage or before Review of eligibility starts. (CEC and inland applicants require a RCMP PCC and as a result the criminality stage will not be marked passed until the RCMP report is filed with IRCC). To save some processing time the RCMP PCC can be submitted along with the initial application and it can reduce processing time by a few weeks.

Besides, your comment is confusing. In one breath you said that RCMP PCC is not required, and in another you state it’s required and should be provided to reduce processing time. Which is it?

It is both. The RCMP PCC is not required upfront for most applicants. However it is at the discretion of the officer processing your application to ask for one (usually, but not limited to a similar name hit during their criminal record search)
Thus applying for one and uploading it proactively could save a few weeks of processing should you be one of the number of applicants that get asked for it down the line.

Thanks for the information. However, what do you mean by the statement in bracket? Besides, my application has passed the Completeness check and nothing has been requested. Are you suggesting it could be asked in the future? Besides like I said, all the inland applicants that got their application approved never uploaded the Canadian PCC.

Yes it could be asked in the future. If you have a common name, it could match with someone with a similar name that has a criminal record. In which case, they would need additional verification via fingerprints. Hence the RCMP PCC.
I know inland applicants who got PR and were asked for it close to the end. You can choose to be proactive and get it (costs like $50 plus tax) or not. I got mine and have it ready. If they ask for it, i’ll upload immediately. If they don’t... well i have it regardless.

I have raised a webform recently and got the reply as below:
Your application meets the eligibility requirements under the immigration program for which you have applied,
The background verifications are currently valid.
The security background verification has not been initiated.
The criminal background verification is currently valid.
What does "currently valid" mean here? Does it mean that the process is going on or it has been done?
