i am may 2019 applicant,
and received AOR2 in december 2019 an only today i received a letter from IRCC London for
1. new police clearance
2. updated IMM5669 / BACKGROUND DECLARATION
3. Communication proof.
does anyone know why they are asking for updated imm5669e form? I submitted it back in may when i applied.

The reason for asking for another updated background declaration is likely because that form is linked to your police certificate. Since the police certificate has now expired they are asking for a new one and an updated declaration. Probably in case your answers to any of the questions on that form have changed in the last 12 months. That is what I feel might be the case.
