To my knowledge, once you obtain the Bowp you would be able to change employer. While you're on "implied status", you would need to keep the conditions of the old permit (closed work permit with a specific employer) and that wouldn't allow you to work with a new employer.
OK, BOWP would allow me to change employer but the condition is i would need to wait till BOWP got approve right?

Yes, it seems just an employer who hired you while you had a valid work permit would be allowed to keep you on 'implied status' (not 100% sure).
You may can double check with IRCC (calling to them, or making a question in their twitter account).

Currently my PR is in process so i assume i can apply for BOWP and i will be in "Implied Status" until i get the BOWP?

No updates. Same for my residency application (over 6 months at this point). I am on an implied status now - feels good to have your life on hold, while waiting for immigration to make a decision on your file. I've already missed out on a great job opportunity. God knows how long it will take for them to process even simple work permit extensions.

I guess it depends on when your current permit is expiring, and the processing of your PR application.
I applied for BOWP on June 29 and it was approved on Sept 4 . That’s roughly 2 months and a week.

wow, thank you for replying me.
My permit will be expired on Nov. 30th. and
so 2.5 month left. and I’ve already updated PR through the new caregiver pathway.
So, you mean that BOWP approvng depends on all different cases?
May I ask you when you were supposed to expire date of old permit before your BOWP?

Hopefully, it will be approved this year.

Do you mind sharing what was the expiry date of your original work permit? I'm at ~3.5 months now and still waiting... My work permit expired at the end of August.

My pgwp expired on August 29. When was your AOR, and under what stream did you applied?
Those are factors as well.
