You can try. A lawyer from CA would know better than the consultant from your country. Set up a consultation with a lawyer first. And then you may proceed to go ahead with a lawyer or the choice of yours.

Applying with a lawyer doesn't ensure any kind of special treatment or benefits. At best they can help you avoid making mistakes and understand all of your options.

If you have previously been refused it would be better to read why you were refused and make changes to address those problems. They probably want to see more funds or proof you will return to your home country.
