Person who is already in canada and applying for pr is INLAND and the one applying outside canada is OUTLAND.

This is because the nomination certificate is not indicative of either inside of Canada or outside,

There have not been any AOR since March, that is.... nobody opened any application.

It seems that they are working on those files that are already in the system (they were opened and charged into the system before COVID). This would make it easy to identify which ones are inland....

Someone just received AOR on Friday 31 july, so they are opening applications now

I actually do not know exactly but what I advise you to have a better understanding is to raise a webform asking for your current status, then you could see what new updates on your case

Yes. Pal comes after eligibility is passed
