you don't need to get a new nomination or ielts as long a complete application was submitted to ircc before their expiry date

You don't need to submit new IELTS, but you may need to check with the Province that nominate you if there is opportunity to extend the expiration nomination. This is crucial because you don't know if IRCC will say your application is not complete and as a result return it when your nomination has expired.
I am the same shoe with you, that exactly whatI I did, though still waiting for response from Alberta for the extension so as to be on a safer side.

But not all applicants receive PAL, right? As I heard, about 10~ 20% of applicants receive PAL.
