Re-applying after Second Rejection

Hi my student visa was secondly rejected on Sep intake 2017 as follows

"File reviewed and prev SP refusal noted. Concerns still persist as information on file does not overcome concerns of the previous refusal. Considering one or more of the following: previous academic history, language ability in specific bands, the relevance of the proposed course of study and taking into account factors such as travel history, personal establishment and ties to the home country, on balance, I am not satisfied that the applicant would be a bona fide student in Canada and would depart Canada at the end of the period authorized for stay Refused"

Now I have new IELTS with required scores and 4 years of work experience in the related field and I'm looking for Jan 2021 intake

Please help me out

Academic: 6.16 CGPA
BACKLOGS : 9BACKLOGS (INCLUDING REPETITIONS )

It will be refused again since a retake of IELTS does not address the previous refusal problems

BACKLOGS : 9BACKLOGS (INCLUDING REPETITIONS )

Get a higher IELTS score if possible. Draft a SOP that highlights ties to your home countries: job, family, property, financial information, investments, etc.
