I've been keeping an eye on this thread, a few of new NOA were added in June.
Cic works so slowly like a hell, but at least they work on paper based files as well
Their AORs don't release after 18 weeks from AR. I saw many posts that IRCC will send AOR at least in 18 weeks.
My friend whose AR was Feb/10/2020 got AOR in June/12/2020.
If anybody reaches 18 weeks after AR, it is better to send web form.
The thing I worry the most is my nomination confirmation letter said: Visit CIC’s website (www.cic.gc.ca) for instructions and forms for applying for permanent residence. CIC
must receive your complete application before the nomination certificate expiry date of 13 Oct
2020.
Which means if the AOR had not came before that date, I will have to apply the nomination again and do the whole process again.

For me I think AR means nothing. AOR is the date when the application is reviewed and the processing is started. When they review the application and my nomination letter is expired then I am fucked. Since the lots of people lost their job during the pandemic, CIC might require me to get the nomination letter again and verify that I still have my job.

AR does mean something. IRCC processing times start from AR which is the day they receive the application in their mail room, not the day they confirm receipt.
Travel restriction is not what's delaying AOR, it depends on if IRRC staff can resume work fully. I do hope IRCC will come up with a plan to deal with paper applications soon.

My understanding is AOR is acknowledgement of receipt, which means officially received the documents. Am I wrong? AR means the document is delivered, but they didn't yet confirm they received or picked up.

Yes you are right. However, you need to understand that once your application is acknowledged as complete, the IRCC starts counting the processing time from the day your application was received by them. Also note that your nomination will only be affected if the IRCC has reason(s) to return the application as incomplete and your were unable to resend and they receive it on or before Oct 13, 2020.
