My first visa offfice is sydney and when the file is sent to local office, your application will be in the "in process" period, and PCC is police certificates. Mine is PCC request in June 2020 and aldready submitted.

If you link your application with GC Key account, there is AOR(acknowledge of receipt) email telling you that your local office receive your application in GC Key account.

I have been confirmed by (multiple) Panel Physicians that, since 2017, they don't have the right to do Medical exams upfront for Permanent Residency applications that are not Express Entry.
"Some clinics still do upfront medicals for permanent residency, but it can badly affect your immigration file."

Is this the reply from Clinque d'immigration Maisonnevue Rosemont Clinic ?
I know someone who did upfront medicals at Clinique médicale Luso in Mid 2018 and he got PPR some months back.
" badly affect your immigration file " is just fear mongering of a business which will lose their clients to clinics which does upfront medicals. So I would not take that part into consideration.

Update:

Upfront medical examinations are no longer available for family class applicants.
New text:
  • Upfront medical examinations are available for the following immigration classes:
    • Temporary residents:
      • Students;
      • Workers;
      • Visitors.
    • Permanent residents:
      • Express Entry applicants.

Now @Italy You should cite your CIC source where it mentions that upfront medical exams are not allowed for Quebec Skilled Worker. AFAIK, Quebec Skilled Worker is not Family class.

I got a similar reply from other 2 clinics. 3 clinics out of 5. Why they would not do the upfront medicals, if they could?
It seems to me a choice from serious clinics rather than mongering.

It seems its not available for Family class applicants. Quebec Skilled Workers are not Family Class. Maybe the clinics are too eager to reply without even making a distinction between a Family Class and Quebec Skilled Worker. I just called Clinique médicale Luso and they confirmed that they do upfront for Quebec Skilled Worker and not for Family Class.

This are my sources. Excerpt from CIC website:

Yes. So it means Quebec Skilled Workers are allowed or not allowed ?
The headline says "Upfront medical examinations are no longer available for family class applicants."
Anyways to each on their own. I already booked an appointment for upfront medicals.
