Add a representative or designated individual on file,
Obtain information regarding the status of your application, or
Enquire on an outcome to a request."
Does this mean my application is being processed in Manila?? I thought at this point all applications were being processed in Canada...

Yes after initial checks they send it to your local visda office. Now they will verify locally and decide

Its good that your eligibilty is passed, I think that is the step most of us are worried about. If background is in process that means your criminality check and security should be in process. One of my colleagues from Jan AOR had the similar scenario and got her CoPR after 5 days but considering biometrics are not done for us, I am not usre when will they open them and start giving decisions.
