I am not sure about that. I have been following this page regularly https://www.cic.gc.ca/english/information/where-to-give-biometrics.asp for updates. Called Service canada today to ask if they know a date but they said not until further notice.

Think it's best to get a head start on that, just to cover your bases. I have a friend who had his BOWP fees refunded to him when he got his PR, so I don't think you'll be at a loss overall.
