They can’t use a ETA to enter Canada . It’s either apply for a PRTD, or attempt border crossing and hopefully not be reported

Why would they allow someone to easily apply for a ETA, when it appears they haven’t met their RO ?

Even if you try to take advantage of an IRCC mistake, you will still be held responsible for acting on it. If he can get into Canada he can stay until he meets the residency obligation, but if he tries to enter on a 'mistakenly acquired' eTA it could potentially result in an immediate move to strip his PR. Not AT ALL worth the chance.

If they have been able to get an ETA they need to make sure they still have their valid PR status. ETA can still get cancelled when a further check is done closer to the take-off date.
